The CBP Process for International Arrivals

When your international flight lands at Terminal 5, all passengers must clear U.S. Customs and Border Protection (CBP). This is a mandatory federal process. The steps are:

1. Passport Control: CBP officer reviews your passport, visa (if required), return ticket, and purpose of visit. U.S. citizens typically pass quickly. Foreign nationals may be asked additional questions.
2. Baggage Retrieval: You collect checked baggage from carousels in the customs area (Terminals 5 has carousels 1-3 in the customs hall).
3. Customs Declaration: You submit a customs declaration form (provided on the plane or available at CBP) listing what you're bringing into the U.S.
4. Customs Screening: CBP conducts baggage inspection (random sampling or targeted inspection if flagged). Most passengers' luggage is not opened. If opened, CBP may verify items match your declaration.
5. Exit to Arrivals: After clearing customs screening, you exit to the public arrivals area where your driver waits.
